Mr. Williams is a human resources executive with over 15 years of public human resources and consulting experience.  He spent 26 years in the United States Army, retiring as Colonel.  Post-retirement, he worked in executive positions as the Director of Human Resources for a rapidly expanding municipality and in the same capacity with a rapidly growing school district. 


    Mr. Williams’ responsibilities included pay and compensation programs, benefit programs - including retirement planning, health and benefit planning -, worker’s compensation, risk management, work place safety compliance, rewards programs, certification, training, background investigations, hiring and discipline.  He also gained experience with all legal aspects of labor law, and with union negotiation.


    Mr. Williams holds a Bachelor of Science in Engineering from the United States Military Academy a Master of Arts in Business Personnel Management from Central Michigan University and studied Thermal and Fluid Effects at the Georgia Institute of Technology.  He is a graduate of the Executive Program, University of Chicago, the Municipal Administration - Institute of Government program, University of North Carolina, the United State Army War College, Carlisle Barracks, Pennsylvania and the Command and General Staff College, Fort Leavenworth, Kansas.


    Mr. Williams is a past Chapter President of the Society of Human Resource Managers, and was named SHRM Chapter Human Resources Director of the Year.  He received numerous commendations from the United States Army, including the Legion of Merit, Bronze Star, Air Medal, Joint Service Commendation Medal, Meritorious Service Medal, Army Commendation Medal, Ranger Tab and Senior Parachute Badge.
