Mr. Swain spent over 30 years in the United States Army, serving in command positions from Lieutenant to Brigadier General and leading personnel in both peacetime and combat.  He retired from the Army in 1996 and since then has worked in executive management positions in private companies.  As a senior executive, he formed a new enterprise, restructured two companies and recently spent eight months in Iraq heading a major corporation’s operations. He has extensive experience in operations, development, construction, working with government entities, and restructuring.

 

Mr. Swain’s private industry experience includes Vice President - Director of Government Privatization and Army Transformation Group, Parson’s Corporation where he was responsible for the development of privatization business and relations with the Government and military services, and managed the restructuring and closure of over $1 Billion of construction projects in Iraq. He was also Executive Vice President - Chief of Staff and Chief Development Officer, Actus Lend Lease, where he was responsible for relations with the military services, DoD and other US Government agencies, and developed and submitted over 21 proposals, securing over $2.7 Billion in construction contracts.

 

As Vice President – Director Privatization and Managing Director, of the American Eagle company of the Shaw Group, Mr. Swain was responsible for the restructuring and sale of the company, an $800 million enterprise with contracts for the construction, operations and tenant management of five US military service housing privatization projects.

 

Mr. Swain holds a Bachelor of Science in Engineering from the United States Military Academy, a Master of Science in Mathematics from Rensselaer Polytechnic Institute, a Master of Science in Operations Research and Statistics from Rensselaer Polytechnic Institute, a Master of Business Administration from C.W. Post College, Long Island University and a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College.

 

Mr. Swain received numerous commendations from the United States Army, including the Distinguished Service Medal, Defense Superior Service Medal (one Oak Leaf Cluster), Legion of Merit (two Oak Leaf Clusters), Bronze Star Medal with “V” Device (one Oak Leaf Cluster), Purple Heart, Defense Meritorious Service Medal, Army Meritorious Service Medal (three Oak Leaf Clusters), Honduran Order of Merit (1st Class), Air Medal, Joint Service Commendation Medal, Army Commendation Medal (two Oak Leaf Clusters), Army Achievement Medal, Good Conduct Medal, Department of Defense Staff Identification Badge, Joint Staff Identification Badge, Army Staff Identification Badge, Parachutist and Air Assault Badges, and Ranger Tab.
