Mr. Payne is an operations management professional with over 15 years’ experience assessing military performance under Government contracts to private industry.  He spent over 28 years in the United States Air Force, serving in operations, staff and command positions and retired as a Colonel.


In senior executive positions, Mr. Payne led the transition during the largest reorganization in Air Force history, served as Chief Executive of a unique, 1400-person organization abroad, and advised the highest levels of management by establishing and documenting best practices in operations throughout the military community.  Post retirement, he worked for a major defense contractor, staffing, training and leading “best practices” assessment and analysis teams.


Mr. Payne holds a Bachelor of Science in Engineering from the United States Military Academy and a Master of Science in Management from Troy State University.  He is a graduate of the United States Air War College at Maxwell AFB, Alabama and the USAF Fighter Weapons Instructor Course at Nellis AFB, Nevada.  He is a member of the Association of Graduates, United States Military Academy and the Air Force Association.  He is a former Director of The Gathering of Men, and is a volunteer instructor of The First Tee.  He received numerous commendations from the United States Air Force, including two Legions of Merit, two Meritorious Service Medals, three Distinguished Flying Crosses, and multiple Air Medals.
