Mr. Loughlin is a corporate executive with over 30 years of human resources, labor management, benefits, risk management and government and public relations experience.   He worked for more than 25 years as a senior executive for a privately held energy company.  During this period, he managed key operating and administrative functions that enabled the business to adjust to significant economic and industry pressures.  In this position his responsibilities and accomplishments included labor relations with four unions.  He successfully negotiated eight contracts with one minor work stoppage, reduced grievances by 85% through open and honest discussions with union leadership, and maintained control of fringe benefit costs by negotiating changes to medical and dental plans.  Mr. Loughlin was also responsible for employee benefits and risk management, and served as the Government and Public Relations Officer for the company.

 

Mr. Loughlin holds a Master of Arts in Public Administration and a Bachelor of Arts in History from the University of Florida. He is a graduate of the United States Army Engineer Officer Candidate School and the U. S. Army Engineer Officer Advanced Course.  He was elected to a four year term as city councilman in Warren, Pennsylvania where he led the effort to change Warren’s status from a borough to a city in order to increase state funding.  He was instrumental in hiring a professional city manager who would lead the city for over 20 years, including during severe economic conditions, while maintaining a favorable monetary position.

 

Mr. Loughlin served in the United States Army, rising from the enlisted ranks to Captain.  He received the following commendations from the Army: the Bronze Star, Air Medal, Army Commendation Medal and Good Conduct Medal.
